UN Council Approves the US Gaza Initiative
The Security Council has approved proposals put forward by Donald Trump for achieving a long-term stability in Gaza, featuring the introduction of an multinational security unit and a eventual avenue to a Palestinian statehood.
Unanimous Support with Notable Abstentions
The proposal was passed by a count of 13-0, with Russia and China abstaining. Washington's diplomat the American delegate addressed the UN assembly that it mapped “a fresh direction in the region for Israelis and Palestinians and all the inhabitants of the region alike”.
Compromise Wording on Sovereignty
Addition of allusions to an self-governing Palestine was the price the America offered for support from the Arab and Islamic world, who are likely to contribute stabilisation troops for the multinational unit.
“The transitional arrangements that we embark on today must be executed in following international law and upholding Palestinian sovereignty,” James Kariuki stated.
Israeli Objection Persists
Nevertheless, on the brink of the council decision, leader Benjamin Netanyahu restated his administration's adamant opposition to the creation of a sovereign Palestine, casting doubt on whether the Israeli government will permit the implementation of the UN-mandated proposals.
Central Components of the Measure
- Prompt removal of ongoing restrictions on relief supplies into Gaza
- Formation of an international stabilisation force
- Moves towards rebuilding and a eventual “route to Palestinian self-determination and sovereignty”
Vague Phrasing and Conditions
The reference to independence was a compromise addition to an first US version which did not mention it. But the phrasing is unclear and dependent, declaring only that once the Palestinian Authority has reformed itself and the reconstruction of the strip is advancing, “the conditions may ultimately be in place for a feasible course to Palestinian sovereignty and nationhood.”
International Response
The wording was insufficient of the definite pledge to the establishment of a Palestinian state next to Israel requested by Arab countries, as well as European delegates, but in statements to the assembly after the vote, representatives from those countries said they were willing to endorse the settlement in the benefit of continuing the current truce and prompt actions to feed and protect the over two million Palestinians in the strip.
“We has ultimately decided to endorse of this text, a measure that we approve its main goal, namely the continuation of the truce and the establishment of conditions enabling the Palestinian population to claim their immeasurable rights to independence and sovereignty,” Amar Bendjama stated.
Implementation Challenges
This measure gives comprehensive monitoring control to a “board of peace” led by the US president, but of uncertain membership. The board has to report to the international body but it is not obligated by the preferences of the global organization or by the Palestinian Authority.
Furthermore, it demands the formation of a specialized Palestinian group that is supposed to run routine management of the Gaza Strip and the delivery of services, but it is highly uncertain who would be involved.
Stabilisation Team Mission
The mission of the global force empowers it to disarm and dismantle fighting factions in Gaza, but it is highly uncertain that possible sending countries would consent to face such organizations. None of the states has so far committed itself to contributing forces.
Furthermore the criteria for changes to the PA, the precondition towards steps to Palestinian statehood, have been vague.
EU representatives said they considered it urgent that the members of the specialized group to provide utilities was settled as promptly.
